Kairat Mavlyankulov

Kairat Mavlyankulov serves as Chief Capital and Development Officer at Concept Schools, where he leads the organization's capital and investment strategy, real estate portfolio management, facility financing, strategic partnerships, and long-term growth initiatives. As a member of the Executive Leadership Team, he advances the organization's capital objectives and supports the continued growth and expansion of high-quality public charter schools.

Before joining Concept Schools, Kairat served as Chief Executive Officer of Charter School Finance & Development (CSFD), a U.S. Treasury-certified Community Development Financial Institution (CDFI), where he led the organization's strategic growth, expanded national partnerships, and strengthened its lending, advisory, and technical assistance platform. Prior to CSFD, he served as Chief Financial Officer and Chief Operating Officer of New Plan Learning, a Community Development Entity (CDE) specializing in charter school development, investment, and financing, where he led finance, operations, business development, and capital planning for educational facility and real estate initiatives. He continues to serve as Board Treasurer of CSFD. Kairat holds a Bachelor of Business Administration in Economics and Finance from DePaul University and an MBA in Finance from the University of Chicago Booth School of Business.
